The United Nations Joint Staff Pension Fund (UNJSPF) and the United Nations International Computing Centre (UNICC) are proud to announce the release of their joint publication: Transforming Public Digital Identity: A Blockchain Case in Action from the UN System.

This white paper presents the successful implementation of the blockchain-powered Digital Certificate of Entitlement (DCE), UNJSPF’s secure and inclusive digital identity solution that has revolutionized pension verification for over 70,000 UNJSPF beneficiaries across 190 countries.

Developed through a strategic partnership between UNJSPF and UNICC, the DCE leverages blockchain, biometrics, artificial intelligence, and geo-location technologies to modernize the Fund’s seven-decade-old paper-based verification process. The solution enhances security, efficiency, and fraud prevention, while aligning with the UN’s broader digital transformation agenda.

The white paper outlines the technical architecture, governance framework, and measurable impact of the DCE solution, including a 40% reduction in paper-based processing, over 95% decrease in archiving expenditures, 76.5% reduction in overtime costs, and a 99.96% retention rate among digital users.
